Prirodne katastrofe su prijetnja gdje god da se dogode. Ali kad pogode poslijeratno društvo, koje je već pod dubokim društveno-ekonomskim i političkim stresom, njihove posljedice postaju dalekosežnije nego što je pitanje ogromne cijene u životima, imovini i svakodnevnom životu. One razotkrivaju u svojoj razornoj destrukciji slabost institucija, neefikasnost vlade i često ravnodušnost i kratkovidost političara i tehnokrata.

Poplave u Bosni i Hercegovini su otkrile 'Zajedničku realnost' u kojoj je solidarnost među običnim građanima prevladala politički stvorene administrativne i etničke granice. Na vrhuncu krize i kasnije građani su pomagali građanima u odsustvu reakcije institucija. Ovo je sviju podsjetilo da je ideja o zajedničkim vrijednostima u zemlji i regiji jača nego ranije.

Međutim, dinamika i rezultati izbora u oktobru 2014. su pokazali da je ideja o jedinstvenoj zemlji, što je bit Daytonskog sporazuma, još uvijek više zamišljena nego stvarna.

Ovaj izvještaj dokumentuje posljedice poplava na različitim nivoima. Stoga se nadamo da će podstaći razmišljanja i dijalog o tome kako ljudi u cijeloj Bosni i Hercegovini mogu raditi zajedno na ponovnoj izgradnji njihove zemlje, ne samo poslije poplava, nego i poslije ljudske katastrofe koju je donio rat.

Ako treba da razumijemo posljedice, treba da razumijemo i njihove uzroke kako bismo osigurali da se poplave i njihove posljedice ne ponove. ČINJENICE
Milion ljudi na Balkanu je pogođeno razornim poplavama koje su u Bosni uzrokovale razaranja 'koja se mogu mjeriti sa onim u ratu' 1992-1995. Kuće su srušene ili nestale u mulju i oborenom drveću. Mostvi srušeni. Razbacana trupla uginulih krava i drugih domaćih životinja ostala su u selima. Poplave su bile 'epskih - biblijskih' proporcija.

BiH VLASTI su poplave su dočekale potpuno nespremne:
prije nego što je išta učinjeno nekoliko bh. gradova već je bilo potpuno poplavljeno.Sedmicama prije poplava bilo je jasno da vodostaji rastu, da nema nasipa, da je civilna zaštita neorganizovana i bez adekvatne opreme i da bi sredstva namijenjena za te svrhe trebalo vratiti na račun s kojeg su povučena. Prirodna katastrofa je pokazala nefunkcionalnost države. Od 14 Vlada, desetine opština, dva entiteta i države, niko više ne zna ko je za šta zadužen i ko je odgovoran.

REPETICIJA TRAUME
Kao reakcija na poplave, ponovo su izronili psihološki efekti rata.Većini ovih ljudi je teško jer su izgubili sve u ratu, a taman kad su ponovo nešto stekli, zadesila ih je još jedna katastrofa. Za mnoge stanovnike Balkana ovo je druga situacija u životu u kojem ostaju bez svega. Psiholozi i psihijatri gledaju na to kao na repeticiju traume.

SOLIDARNOST
Poplave na Balkanu su izazvale masivni humanitarni odgovor bez presedana i tako izbrisale granice. Velika solidarnost građana bez obzira na entitetsku, političku i etničku pripadnost, koji su u ovim teškim trenucima bili jedinstveni i pokazali drugima kako bi svi u BiH trebali raditi ubuduće. Hrvatski muzičar i bloger je izjavio: 'Ovo je humanitarna revolucija!'

MEĐUNARODNA ZAJEDNICA:
Štete uzrokovane poplavama su prema procjenama EBRD, Svjetske banke i UN oko 1,3 milijarde eura. Bosni i Hercegovini će biti neophodna ogromna međunarodna pomoć kako bi mogla prevazići posljedice katastrofe. Međunarodna zajednica je bila ujedinjena u svojoj namjeri da pruži pomoć nastradalom području.

ZAJEDNIČKA STVARNOST
„Znanstvenici kažu da će regija zapadnog Balkana u idućim desetljećima biti pogođena ekstremnim vremenskim prilikama – poplavama, požarima, sušama… Zbog toga moramo raditi na prevenciji. Moramo imati planove i odgovarajuću infrastrukturu, raditi i na planovima rizika da se spriječi katastrofa. Vode se ne izlijevaju samo na jednome mjestu, već preko granica. Prevencija se mora raditi na regionalnoj razini.“ (Stephan Fuele, Komesar odgovoran za proširenje EU)

ZAJEDNIČKI NAPOR
„Svatko tko zna povijest ove regije zna zašto mi naglašavamo kako moramo regiju obnoviti zajedno. Potrebna je suradnja i na administrativnom i političkom planu, sustavi za uzbunu, koordinaciju odgovora. Prirodna katastrofa koja nas je pogodila nije poznavala granice, ali i da solidarnost susjeda kako unutar BiH, tako i regije te EU-a također nije poznavala granice.“ (Laurent Fabius, francuski ministar spoljnjih poslova)

BiH i Srbija su svjesne potrebe za unaprijeđenjem njihovih kapaciteta za smanjenje rizika od katastrofa, mehanizama i infrastrukture, stoga će razviti integrisano mapiranje rizika od poplava i procjenu mogućih šteta.

ZAKLJUČAK
Specijalni izvještaj o poplavama u maju 2014. ukazuje i na negativne i pozitivne posljedice i stavlja jedne pored drugih nemogućnosti i izazove sa kojim se treba nositi.

Iskustvo sa poplavama i odgovor na njih su vrijedne lekcije za budućnost Bosne i Hercegovine. To su:

Važnost civilnog društva kao prve linije odbrane od prirodnih katastrofa.

Uloga Interneta i društvenih mreža u unapređenju građanske odgovornosti. Ove alatke i aplikacije su korištene da informišu stanovništvo, animiraju volontere i koordiniraju građanski odgovor na krizu (hitna humanitarna pomoć, prikupljanje i raspodjela humanitarne pomoći i raščišćavanje).

Prirodne katastrofe ne poznaju granice; one su zajednička realnost i zajednički interes svih.

Samo koordinirani zajednički napor može osigurati zemljama Zapadnog Balkana da prevladaju buduće katastrofe i izazove 21. vijeka.

EDITORIAL

Natural disasters are a challenge wherever they occur. But when they strike a post-war society, already under profound social-economic and political stress, their consequences go much deeper than merely a matter of enormous cost in lives, property, and daily life. They expose in their grinding destructiveness the weakness of institutions, the ineffectiveness of government, and all too often the indifference and short-sightedness of politicians and technocrats.

The Floods in Bosnia-Herzegovina also exposed a ‘Shared Reality’ in which solidarity among ordinary citizens prevailed over politically induced administrative and ethnic boundaries. At the peak of the crisis and in its aftermath it was citizens helping citizens in the absence of institutional response. This reminded everyone that the idea of shared values across the country and the region was stronger than before.

However, the October 2014 election dynamics and the results have reminded everyone that the idea of one country, the essence of the Dayton Agreement, was still more imagined than real.

This report documents the impact of the floods at different levels. In so doing we hope that it will stimulate a torrent of fresh dialogue on the way in which people across Bosnia-Herzegovina can work together to rebuild their country, not just after the floods, but after the human disaster that the war wrought.

To understand the consequences of the floods, we need to understand their causes to ensure that the floods and their consequences do not recur. By contextualising and visualizing Open Information regarding the floods and their impact, we hope to make this tragedy more comprehensible to a wide-ranging audience. FACTS
A million people in Bosnia and Herzegovina are affected by the devastating floods in the Balkans, which caused destruction as serious as that of the 1992-1995 war. Houses were destroyed or buried under mud and fallen trees. Bridges collapsed. Rotting, scattered corpses of cattle and other domestic animals were left in the villages. The floods were of "epic - biblical" proportions.

BiH AUTHORITIES were totally unprepared for the floods:
before anything was done several cities in BiH were completely flooded. For weeks before the flood, it was clear that the water levels were rising, that there were no levees, that civil defence was disorganized and under equipped and that the money that was designated for these purposes, but was ‘withdrawn’ prior to the crisis, should be returned to the designated accounts. The natural disaster revealed the sheer dysfunctional of this country. With 14 governments, dozens of municipalities, two entities and the federal government, no one really knows who is authorized to do what and who is responsible.

TRAUMATIC REENACTMENT
The psychological effects of the war have re-emerged in response to the floods. For many this is the second time in their lives that they have lost everything. Psychologists and psychiatrists refer to this as traumatic re-enactment.

SOLIDARITY
The floods in the Balkans launched an unprecedented humanitarian response that transcends national boundaries. The great solidarity of the citizens, regardless of their entity, political or ethnic background, who were united in these difficult times, demonstrated how everyone in BiH could conduct themselves in the future. A Croatian musician and blogger said: 'This is humanitarian revolution'.

INTERNATIONAL COMMUNITY
The damage caused by the floods is estimated by the EBRD, World Banka and UN at around 1.3 billion euros. Bosnia and Herzegovina will need tremendous international assistance to deal with the consequences of the disaster. The international community has been united in its commitment to respond to the damage caused by the floods.

A SHARED REALITY
„Scientists say that the Western Balkan region faces extreme weather in the coming decades - floods, fires, droughts... This is why we have to work on prevention. We need to have plans and adequate infrastructure, develop plans to prevent disasters. Waters are not overflowing in just one place, but across borders. Prevention has to be pursued at the regional level.“ (Stephan Fuele, Commissioner responsible for the enlargement of the EU)

JOINT EFFORT
„Anyone who knows the history of this region knows why we lay emphasis on rebuilding the region as a whole. Cooperation is required both at the administrative and political level - alert systems, coordinating responses. The disaster that hit us knew no boundaries.“ (Laurent Fabius, the French Minister of Foreign Affairs)

BiH and Serbia are aware they need to raise their disaster risk reduction capacities and improve their mechanisms and infrastructure, and therefore will develop integrated flood risk mapping and damage assessment.

CONCLUSION
This special report on the May 2014 floods demonstrates both the positive and negative consequences of this disaster, and has juxtaposed opportunities and challenges in dealing with it. The experience of the floods and the response to them offers some valuable lessons for the future of Bosnia and Herzegovina. These include:

The importance of civil society as a first line of defense against natural disasters.

The emerging role of the Internet and social media in advancing good citizenship. As these tools and applications were used to inform population, animate volunteers, and coordinate civic response to the crisis (emergency relief, collection and distribution of the humanitarian aid, and the clean-up).

Natural disasters know no borders; they are a shared reality and common interest of all.

Only a coordinated joint effort can ensure that the countries of the Western Balkans will be able to overcome the challenges of the 21st century.

U MAJSKIM POPLAVAMA U BOSNI I HERCEGOVINI,

prema preliminarnim podacima Ministarstva sigurnosti BiH, 950.000 ljudi pogođeno je poplavama, 10.000 kvadratnih kilometara zemlje je uništeno u više od 50 opština u celoj državi. Oko 42.500 osoba je evakuisano iz kriznih područja, dok ih je više od 20.000 smešteno u kolektivne centre i kasarne. Ljudi su bili zarobljeni u stanovima i kućama bez vode i struje a neki čak i bez hrane i pitke vode. Više od 250 škola, zdravstvenih i drugih javnih ustanova je oštećeno, Šteta u BiH iznosi 5 do 10 posto GDP-a zemlje. Ekonomski analitičari kažu da BiH predstoji dugotrajan i težak oporavak. Vlast na nivou države već je javno poručila da obnova prevazilazi njihove mogućnosti.

according to preliminary data from the Ministry of Security of Bosnia and Herzegovina, 950,000 people were affected by the floods, and 10,000 square kilometers of land have been destroyed in more than 50 municipalities throughout the country. MINE FIELDS

Mines and explosive devices from the Balkan war of the 1990s are located in the flooded zone, which covers 800 square kilometers, making the cleanup expensive and delicate. The risk of mines is now greater after the floods and landslides because the minefields have shifted, according to a report which states that the situation is becoming critical with some 800 square kilometers deemed unsafe.

„U FBiH je bilo zasijano 79.304 hektara zemlje, a poplavljeno je 27.944 hektara. Proizvodnja mlijeka, mesa, povrća i voća gotovo da je u potpunosti dovedena u pitanje. Plodno tlo gotovo da i ne postoji. O posljedicama se sigurno s pravom može tvrditi da će se one osjećati u poljoprivredi narednih pet do sedam godina. S pravom se može tvrditi da su posljedice ravne onim ratnim.“

IMPACT ON FOOD PRODUCTION

RESCUERS IN CRISIS

“UNDP and USAID have supported rafting clubs through tourism and environmental projects, creating capacity in those clubs, which during the floods was vital for the successful saving of lives and property. The floods that recently took place have highlighted the need to strengthen the rescue system for emergency situations and implement policies for adjusting to climate change,which is already apparent in our country.”

- prije nego što je išta učinjeno nekoliko bh. gradova već je bilo potpuno poplavljeno. Vanredno stanje u Federaciji proglašeno je u večernjim satima 14. maja nakon paničnih poziva ljudi s terena kada je Maglaj već bio skroz pod vodom, a u RS-u nakon dugog oklijevanja tek 17. maja kada je dobar dio tog entiteta bio potopljen. Sedmicama prije poplava bilo je jasno da vodostaji rastu, da nema nasipa, da je civilna zaštita neorganizovana i bez adekvatne opreme. RAČUNI CIVILNE ZAŠTITE: Posebno je sramotna činjenica da su računi entitetskih Civilnih zaštita u vrijeme kada su se desile poplave bili prazni. Prirodna katastrofa pokazala svu nefunkcionalnost države. Od 14 Vlada, desetine opština, dva entiteta i države, niko više ne zna ko je za šta zadužen i ko je odgovoran.Osim toga, da je u nastaloj situaciji i koordinacija raznih nivoa vlasti u BiH u saniranju šteta bila je jako loša. SISTEM JAVNOG UPOZORAVANJA: Nema sirena za upozorenje.

The natural disaster revealed the sheer dysfunctionality of this country. With 14 governments, dozens of municipalities, the two entities and the federal government, no one really knows who is authorized for what and who is responsible. Besides, this situation has shown that the coordination between the various levels of government in dealing with the damage is very poor. PUBLIC ALERT SYSTEM: The alarms were not sounded.

WATER BASINS AND BANKS

are inadequately maintained and continually exposed to human interference. Maintenance was rarely controlled, just like activities that could threaten the stability of the terrain on the slopes, which is evident from the numerous landslides and destroyed buildings.

MINISTARSTVO SIGURNOSTI BiH: RASPODJELA SREDSTAVA...

"Kao Ministarstvo sigurnosti BiH, najviše aktivnosti vodili smo na sigurnosnom aspektu i učestvovali u kontroli raspodjele sredstava koja dolaze zračnim putem u BiH. Tačno je da veliki dio pomoći koji je došao nije upraćen u sistemu i načinu raspodjele. A, puno je robe koja je ušla: govori se čak o hiljadama tona hrane i drugih potrepština. No, mi nemamo kapaciteta, mogućnosti niti dovoljno zakonske regulative da bismo vršili kompletan nadzor". Političke odluke su očigledno presudile i prilikom dodjele pomoći od strane federalne Vlade.

BiH MINISTRY of SECURITY: AID DISTRIBUTION...

“Most of our activities, as the BiH Ministry of Security, were directed to security, and we are involved in controlling the distribution of aid arriving by air to BiH. NEW FLOODS: STATE OF EMERGENCY DECLARED IN A GOVERNMENT MEETING HELD BY TELEPHONE CONFERENCE

The Government of the Federation of Bosnia and Herzegovina decided today at its 58th meeting, held by telephone conference, to declare a state of emergency in the Federation due to heavy rainfall that caused the rivers and streams to overflow their banks, flooding a large number of facilities, homes, arable and other land in the BiH Federation.

Throughout the summer people have been defending themselves against the floods, eventually losing the battle.


POSLJEDICE

“Socioekonomske posljedice tek će se početi osjećati, no već sada se može pretpostaviti da je trošak zbog štete nastale od poplava veći nego trošak štete nastale u ratu koji je podijelio Jugoslaviju. Riječ je o milijardama”, izvještava The New Yorker podsjećajući kako je za mnoge stanovnike Balkana ovo druga situacija u životu u kojem ostaju bez svega.

CONSEQUENCES

“The socio-economic repercussions will take time to assess, but there are already estimates that the cost of the damage caused by the floods will exceed that of the wars that split Yugoslavia, and is estimated in the billions,” The New Yorker reports, reminding us that for many locals this is the second time in their lives that they have lost everything.

Poslije povlačenja vode, ostali su cijeli enterijere izbačeni na ulicu u obliku manjih deponija smeća od namještaja, kuhinja, stolarija i svih ostalih stvari što su mogle biti na prvim spratovima kuća. After the water withdrew, household items were thrown out onto the streets, forming small garbage dumps of furniture, dining room sets, woodwork and other things you find on the ground floor of houses. Žepče Polje je najpoznatiji kraj u Bosni i Hercegovini po proizvodnji malina i većini mještana to je bio i jedini izvor prihoda. Bilo bi teško sada obučavati dobrovoljce. Otkupljivači su obećali i pomoć u berbi i da će nam kupiti cjelokupni rod kao prvu klasu, ali još nije određena cijena. Čeka se da to urade u Srbiji, koja diktira svjetsku cijenu. Problem je dostaviti i ambalažu za berbu, a podrške nema. Loši putevi malinarima će umnogome otežati i transport bobičastog voća do hladnjača.

THE RASPBERRIES

In Bosnia and Herzegovina Žepče Polje region is best known for its raspberry production which was the only source of income for most locals. It would be difficult to train volunteers now. Buyers have promised to help in the harvest and that they will buy up the entire output as Class A, but the price is not set yet. They are waiting for Serbia, which dictates the world price,to do it. It’s also difficult to deliver packaging for the harvest, and we are getting no support. Bad roads will greatly complicate the transport of berries to freezers.

U Šamcu, teško pogođenom poplavama, na platou ispred marketa "Bingo" postavljen kontejner sa četiri mašine za pranje veša u kojima se može besplatno oprati veš.Iz općinskog Štaba za vanredne situacije navode da se veš može besplatno oprati od 9.00 do 12.00 i od 13.00 do 17.00 sati.

FREE LAUNDRY

In Šamac, which was severely hit by the floods, in front of the “Bingo” store a container was set up with four washing machines where people can do their laundry for free. The municipal Center for Emergency Situations said that the washing can be done free of charge from 9 to 12 AM and from 1 to 5 PM.

ČIŠČENJE POSLIJE POPLAVA

Volonteri čiste dvorišta, unutrašnjosti kuća, prikupljaju i sortiraju otpad koji se potom odvozi na privremena odlagališta. Sve što se bude moglo reciklirati, reciklirat će se. Kada se sav otpad makne, kuće će biti tretirane dezinfekcijskim sredstvima i tek tada, zapravo, prestaju biti opasne po zdravlje ljudi. No, trenutačno još nije ni uklonjena svaka lešina, te se volonteri i djelatnici Ministarstva poljoprivrede bore kako bi se lešine uginulih životinja što prije maknule s javnih površina, jer predstavljaju opasnost od zaraze.

CLEARING AFTER THE FLOODS

Volunteers are clearing the yards, houses, collecting and sorting waste that will be taken to a makeshift landfill.Everything that can, will be recycled. Once all waste is removed, the houses will be treated with disinfectants and only then will they no longer be dangerous to human health. However, at present not every carcass has been removed, so the volunteers and the Ministry of Agriculture staff are trying to remove all animal carcasses from public places, because they pose a risk of infection.

PSIHOLOŠKA POMOĆ

Mnogim žrtvama poplava je teško pala jer su izgubili sve u ratu, a taman kad su ponovo nešto stekli, zadesila ih je još jedna katastrofa. Do sada su 22 psihologa volontera pružala pomoć centrima za mentalno zdravlje u FBiH na podršci i pomoći osobama koje su pogođene traumatskim događajem tokom poplava: „Onima koji su pogođeni kriznim događajem potrebno je pružiti utjehu, zaštitu od dodatnih patnji, zbrinjavanje tjelesnih potreba, zbrinjavanje vezano za ranije liječenje, spajanje sa članovima porodice ukoliko su odvojeni, izražavanje osjećaja koja su trenutna, i povezivanje osoba s timovima stručnjaka u domovima zdravlja ukoliko su te reakcije dugotrajne i značajno neprilagođene".

REPETICIJA TRAUME

Psiholozi i psihijatri govore i o repeticiji traume. Timovi na terenu susreću osobe koje su ranije traumatizirane, posebno ratna trauma i koje sada doživljavaju ponovnu traumatizaciju i pogoršanje svog psihičkog stanja.

AMERIČKA PSIHOLOGINJA:

"Ljudi u BiH su jaki i otporni, i ja radim baš na toj otpornosti. Ali ponekad svi dođu do krajnje tačke izdržljivosti".

PSYCHOLOGICAL SUPPORT

Many flood victims are having a difficult time, having lost everything in the war, and just when they started building something up again, another disaster struck. So far, 22 volunteer psychologists have helped the mental health centers in the Federation in providing assistance and support to people affected by traumatic events in the floods:“Those affected by the crisis need consolation and protection from further suffering, their physical needs need to be met, they need care related to previous treatment, reunification with family members if they are separated, help in expressing their current feelings, and they need to be put in touch with teams of experts in health clinics if their reactions are long-lasting and if they are suffering from severe personality disorders.”

TRAUMATIC REINACTMENT

Psychologists and psychiatrists talk about traumatic reenactment. On the ground, they meet people who were traumatized previously, especially in the war, and who are now again experiencing trauma and mental health deterioration.

MEĐUNARODNI TIMOVI

Više od 400 spasilaca iz država-članica EU je uključeno u hitne akcije spasavanja.Poljski tim sa 37 pripadnika ispumpava vodu iz tog grada, francuski tim sa tri pripadnika izvlači vodu iz objekata i podruma, njemački tim sa 12 pripadnika radi na snabdijevanju grada vodom, danska ekipa je angažovana na prečišćavanju vode i njene podjele stanovništvu, stigao specijalni britanski tim za slučajeve poplava,dok je turski tim s četiri specijalna vozila angažovan na pranju ulica, a pomaže i 100 pripadnika Oružanih snaga BiH.

INTERNATIONAL TEAMS

More than 400 rescue workers from EU member states are participating in emergency rescue operations. A 37-strong Polish team pumps the water out of the city, a three-man French team drains the water from buildings and cellars, a 12-member German team is working on supplying the city with water, the Danish team is responsible for purification and distribution of water to the citizens, special team for emergency in floods from UK, arrived, while a Turkish team with four special vehicles is washing the streets, with 100 members of the BiH Armed Forces helping them.

THE AUSTRIAN ARMED FORCES

A humanitarian contingent of the AustrianFederal Army as of today is supplying Orašje and surrounding flooded areas of the Federation of Bosnia and Herzegovina and Republika Srpska with 240,000liters of drinking water for humans and animals daily, announced the Austrian Embassy in BiH. Some Drinking water will be provided for some 50,000 people and animals daily. Members of the Austrian Forces Disaster Relief Unit are experts for water analysis and water quality control.

ISPUMPAVANJE VODE

'Plavi anđeli', Jedinstvena humanitarna organizacija specijalizirana za pružanje pomoći iz SR Njemačke, THW (Technisches Hilfswerk).'Plavi anđeli', obučeni volonteri s 13 pumpi odnosno HP modula su do sada napravili neprocjenjiv posao. No, ako bi ipak pokušali procijeniti količinu vode ispumpane u Bosni i Hercegovini i Srbiji u proteklom periodu to bi bilo oko 2.1biliona litara vode. Slikovito predstavljeno to bi bilo 560 Olimpijskih bazena. Takve njihove dvije pumpe istodobno radeći na jednoj lokaciji ispumpavaju oko 60.000 litara vode po satu. PUMPING OUT WATER

‘Blue Angels’, a singular humanitarian organization specialized in civil protection from the Federal Republic of Germany,THW (Technisches Hilfswerk). The ‘Blue Angels’, who trained volunteers with 13 pumps or HP modules, have performed an invaluable service so far. However, if we try to imagine the amount of water pumped out in Bosnia and Herzegovina and Serbia in recent days it would be about 2.1 billion liters. Try imagining 560 Olympic pools. Two pumps of this type working simultaneously in one location pump out about 60,000 liters of water per hour. Statistically they can reach about 100,000 liters, but they did not operate at full capacity because of the ground below, which could suddenly crack and damage the nearby houses. Therefore, they had to be very careful.

The great solidarity of the citizens, regardless of their entity, political or ethnic background, who were united in these difficult times and showed how everyone in BiH should conduct themselves in the future. The international community was united in providing help to the flooded regions.

Naša Fondacija 'Proplan' ide tamo gdje niko neće, tamo gdje su stari, bolesni, iznemogli, siromašni. Vidjeli smo očaj, bijedu i strah i političare i ove lokalne, ali i one na višim nivoima, kojih se sve ovo, kroz šta su ljudi prošli, kao da ne tiče. Mi smo došli u Bosnu, donijeli novac, doveli volontere i pomažemo, to nam je prioritet.

„Svi nivoi vlasti u Bosni i Hercegovini proveli su Procjenu potreba za oporavkom i sanacijama nakon razarajućih poplava, koje su zahvatile velike dijelove zemlje od 14. do 19. maja 2014. godine. Evropska unija, Ujedinjene nacije i Svjetska banka, u okviru Zajedničke deklaracije potpisane 2008.godine, podržale su ovaj proces pružanjem resursa i tehničke podrške.

Glavni nalazi Sažetka pokazuju da ukupne ekonomske posljedice ove katastrofe iznose 3,98 milijardi KM. Najviše su pogođeni privatni sektor, porodična, mala, srednja i velika preduzeća, poljoprivredni proizvođači, uključujući i neutvrđen broj ugroženih sektora građana. Za FBiH, ukupne posljedice (štete i gubici) iznose 2,03 milijardi KM, za RS 1,89 milijardi KM, te za Brčko Distrikt 57,89 miliona KM.

Procjena je obavljena za šest sektora i tri tematske grupe, čime su obuhvaćena djelimično ili potpuno uništena sredstava koja će se morati popraviti, zamijeniti ili obnoviti. POST-RECOVERY NEEDS ASSESSMENT – DAMAGES OF 4 BILLION KM

„Authorities of Bosnia and Herzegovina at all levels have conducted an assessment of the post disaster recovery needs caused by the devastating floods, which affected large parts of the country from 14-19 May 2014. The European Union, the United Nations and the World Bank, within the framework of the Joint Declaration signed in 2008, supported this process by providing resources and technical support.

The main findings in the executive summary show that the total economic impact of the disaster is 3.98 billion KM. Most of it impacted the private sector, family, small, medium and large businesses, and agricultural producers, including an undefined number of vulnerable sectors of the population. For the Federation of BiH, the total effects (damages and losses) are 2.03 billion KM, with 1.89 billion KM for Republika Srpska and 57.89 million KM for the Brcko District.

The assessment was undertaken for six sectors and three thematic groups, resulting in a quantification of the partial or total destruction of assets that will have to be repaired, replaced or reconstructed. BiH i Srbija su svjesne potrebe za unaprijeđenjem njihovih kapaciteta za smanjenje rizika od katastrofa, mehanizama i infrastrukture, stoga će razviti integrisano mapiranje rizika od poplava i procjenu mogućih šteta. Također će razviti temeljne planove za upravljanje rizikom od poplava te predstaviti odgovarajuće urbanističke i planove korištenja zemljišta promovišući održive prakse korištenja tla koje će unaprijediti zadržavanje vode. Paralelno s tim, potrebno je pojačati rad na odbrani od poplava i infrastrukturi koja će biti otporna na klimatske promjene.

A SHARED REALITY

BiH and Serbia are aware they need to raise their disaster risk reduction capacities and improve their mechanisms and infrastructure, and therefore will develop integrated flood risk mapping and damage assessment. They will also develop sound flood risk management plans and introduce proper land and urban use planning, promoting sustainable land use practices that improve water retention. At the same time, work on flood defenses and climate resilient infrastructure needs to be enhanced.
